Well they're both logias Neither element cancels the other out, but it seems they can't contiue fighting forever aokiji and akainu for example. I'm sure eneru can travel at the speed of light as well, probably a little slower than kizaru since he's pure light. Eneru has mantra as well. I say after a long drawn out fight kizaru wins.

kizaru wins IIRC he can use Busoshoku Haki which means where enel cant hurt him,kizaru can hit enel

When it comes to fights with logias if you don't have busoshoku Haki your pretty much screwed. Plus I'd say kizaru is faster
