Does everyone have chakra? And civilians in the Naruto universe.

One thing I've never really thought about until recently is does everyone in the naruto universe have chakra?

We know that not everyone is a ninja and that there are civilians - but do these civilians have chakra and the ability to manipulate it? Sakura's parents are widely believed to be civilians yet Sakura has the ability to use and manipulate chakra.

And how does one become a ninja in the narutoverse? It seems your born into it if your parents were ninja, but in Sakura's case her parents (presumably) werent - so how did she end up at the ninja academy? Do they get a choice when they are young whether they want to grow up training as a ninja?

Yeah, if I'm not mistaken everyone has chakra. Ninja skill usually comes from controlling it, not just having it (though there are exceptions such as Lee having no real control, and the Aburame clan depending mostly on bugs, who just feed on the chakra in exchange for being used). Ninja careers seem to come either by choice (Sakura, Lee, Deidara), recruitment for orphans, or by having a clan/"legacy" participating in the ninja world (Shikamaru, Hinata, Itachi). All seem equally legit ways, but skill is a must.

My question is: does chakra "reproduce" or what? Sometimes chakra exhaustion seems easily recovered from, other times it's supposedly the end of a ninja career (Zaku's chakra being eaten, Mizuki in filler, Kurama eating Naruto's chakra...)

Naruto/anime is based off of the "Japanese" mythe that all Humans or Living being..
(Trees, animals, ect) has "Chi" or a Life force energy that can be controlled/manipulated to internal means or external means (via internal=living longer, superstrength&speed, reastions ect.. External=wind manipulation, fire possession, lightning.. ect)
Remember the "Xing" ppl from FMAB they could sense the "Chi" of all the ppl and homungulouses!!..
This is the Smallest basis of anime/manga/storytelling in japan or foriencountries

Seems as if it depends on if the people want to be ninjas or not. Sure, the series revolves around Shinobis, but we all need people doing other professions. (I.e Tazuna, Teuchi, etc.)

If Rock Lee had ninjutsu, he probably wouldn't be nearly as good of a taijutsu user as he is.

And he doesn't need to concentrate his chakra, he has got the Eight Gates to give him more raw power.

lee cant manipulate chakra, therefore relying on taijutsu.

if he could mainpulate chakra, then he wouldn't be as good as a taijutsu user as he is now. because he would be training more on ninjutsu.
