Tthe only reason this code is tough for everyone is that they are all (rather stupidly) reading the first characters as a 9, when it's really a タ. The "ta" probably stands for tactics, or something along the likes.

The code may still be book-related. What Jiraiya couldn't tell Pa (since his throat was crushed) is that Pein's additional bodies were just like the Fuuma body. It's probably that Jiraiya wrote down each experience he had with the shinobi he's met before in the book he wrote.
That is a fantastic theory: beyond the タ there are 6 numbers, which would correspond to the page numbers where he met the (original) shinobi that became the 6 ways of Pein. Hmm ...

What do you mean, "the only number that resembles 9"??? Plus kanji isn't the only form of Japanese writing, there are 2. Just like we have street talk and formal talk, they have Kanji and something else.
