Why did they have to make gamaken so weak in the anime and I guess it makes sense that pein/nagato isn't the main villan of the series or else jiraiya would have won the battle, correct?

i didn't think gamaken was that weak, i mean he actually fought pretty well; jiraiya is awesome, he cracks me up
