I'm gonna have to go with Toshiro. Mayuri's Bankai seems less lethal but if Toshiro does breathe in the poison he's done. Mayuri is faster than Toshiro though which means he has a good chance of evading his attacks. If Mayuri can distract Toshiro long enough to administer the superhuman drug than Mayuri would win. If not than I have a feeling Toshiro can win this.

Hmm if that mist reaches Hitsugaya, he's done for. But, I can see Mayuri getting around most of his ice techs.

Mayuri us more of the brains guy he's not the fighter. His advantage is usually outsmarting his opponent. But I can just see Toshirou's ice tecniques destroying Mayuri's Bankai really quickly. I'll give this to Capt. Hitsugaya.

he's much more experienced and he'll just outsmart Toshiro and lure him into some sort of trap

Yeah Mayuri would use his superior intelligence and experience to overwhelm Hitsugaya. Not to mention that I wouldn't be surprised if Mayuri doesn't have methods of dealing with almost all the other Captains.
