I would say emperor Pilaf. I originally thought he was ok, but among all the villans that I can think of, he was the worst. I wasn't counting the lackies of the main villan,although some of them have been shown stronger than this main villan. The only ok things about him, were that he had no power, and did so much in his quest to obtain it. In the end he was simply weak, and didn't deserve the spot light that I would give to sidekicks like Jace, and Burter.lol
